You're standing at the Reichstag building in Berlin, on the Platz der Republik. This is where the German parliament, the Bundestag, meets. Look at the front. Above the entrance, in big bronze letters, it says Dem Deutschen Volke, to the German people. Emperor Wilhelm II didn't want those words up there, because they sounded far too democratic. They only went up in 1916, in the middle of the First World War.
