You're standing at Museum Arnhem, at the start of the Utrechtseweg, on the edge of the old glacial ridge. Look at the oldest part of the building. It didn't begin life as a museum. Architect Cornelis Outshoorn built it in 1873 as a gentlemen's club. Most of its members were sugar planters who had come back from the Dutch East Indies. The club didn't last long. Membership kept falling, and in 1920 the building went to the municipal museum.
