You're standing at the Palacio de las Cortes, home of Spain's Congress of Deputies. Right here on Carrera de San Jerónimo, a short walk from the Paseo del Prado, the country makes its laws. Start with the front. Six Corinthian columns hold up a triangular pediment. Inside it you'll see Spain holding the Constitution, surrounded by figures standing for things like Strength, Justice, Liberty and Peace. The sculptor was Ponciano Ponzano.
