You're standing at Skopje Fortress, known to locals simply as Kale, the Turkish word for fortress. This is the highest point in the city, with the Vardar River flowing below. Take a look around. The view alone explains why people have lived here for so long. The fortress matters so much to Skopje that it appears on the city's coat of arms, which in turn is on the city flag.
