You're standing at Toompea Castle, on top of Toompea, the limestone hill in the middle of Tallinn. This is the upper part of the old town. First, look at the tall round tower on the corner. That's Tall Hermann. Every morning at sunrise, the Estonian flag is raised up there to the sound of the national anthem, and at sunset it comes down again.
