You're standing at the Old Town Hall of Kampen, home to the Stedelijk Museum, the municipal museum. Take a good look at the front, because you're seeing two styles at once. The original town hall dates from around 1350, built in the Lower Rhine Gothic style you also find in German Hanseatic towns: a rectangular building with simple decoration. On the night of 4 to 5 February 1543 it burned out. Only the outer walls, the vaults and part of the floor survived. Within a year the exterior was back, now with the horizontal lines of the Renaissance mixed in with the Gothic.
