You're standing at the Watersnoodmuseum, the Flood Museum, built into the sea dike south of the village of Ouwerkerk. First, look at those four huge concrete blocks. They're caissons, hollow concrete boxes. The British designed them in the Second World War for the artificial harbours used after the Normandy landings. These four weren't needed in the war. Instead, in November 1953, they closed the last gap in the dike right here.
