You're standing at the monument on the Afsluitdijk, at a spot called the Vlieter. This is exactly where the Afsluitdijk, the great enclosure dam, was closed in 1932. The monument was built a year later, designed by architect Willem Dudok. A footbridge crosses the motorway, and there's a car park on either side.
