You're standing on Brühl's Terrace, high above the river Elbe. Walk over to the railing and take in the view across the water. You'll see straight away why people call this the Balcony of Europe, a nickname that goes back to the early nineteenth century. The terrace runs for about five hundred metres between two bridges, the Augustus Bridge and the Carola Bridge, and rises roughly ten metres above the riverbank.
